The \u201cConsumer Empowerment\u201d index from Dubai\u2019s Department of Economic Development (DED) climbed 10.4 to 64.6 points in 2017, from 54.2 points in 2016.<\/p>\n<p>The index was created to keep track of consumer awareness of their own rights and responsibilities.
