Still, the Industrial Business Owner Confidence Index (Icei) was down slightly in February from January this year, from 59 to 58.8 points. <\/p>\n<p>The numbers show that confidence reached its second highest level since April 2011. The index ranges from 0 to 100, with scores higher than 50 indicating confidence.
