{"id":212898,"date":"2019-04-24T16:50:24","date_gmt":"2019-04-24T19:50:24","guid":{"rendered":"https:\/\/anba.com.br\/?p=212898"},"modified":"2019-06-30T18:36:07","modified_gmt":"2019-06-30T21:36:07","slug":"algeria-clears-imports-of-100-plus-items","status":"publish","type":"post","link":"https:\/\/anba.com.br\/en\/algeria-clears-imports-of-100-plus-items\/","title":{"rendered":"Algeria clears imports of 100-plus items"},"content":{"rendered":"<p>Algiers \u2013 Algeria decided to remove 100-plus importable items \u2013 including beef \u2013 from a <em>provisional safeguard duty<\/em>\u00a0list,\u00a0<em>Alg\u00e9rie Presse Service (<a href=\"http:\/\/www.aps.dz\" target=\"_blank\" rel=\"noopener noreferrer\">APS<\/a>)\u00a0<\/em>reported on Tuesday (23).<\/p>\n<p>The move came as a result of a ministerial change to a\u00a0<a href=\"https:\/\/www.commerce.gov.dz\/telecharger\/reglementation\/886\/article\" target=\"_blank\" rel=\"noopener noreferrer\">January 26 ruling<\/a>\u00a0that set forth a list of 1,095 items under import duties in the 30%-200% range. The new list comprises 992 products, with charges ranging from 30% to 120%.<\/p>\n<p>The duty list replaced a 2018 rule which included a provisional ban on imports of 851 products in 45 different categories.<\/p>\n<p>Goods removed from the duty list include fresh and refrigerated beef, peanuts, almonds, raisins, butter and medicinal diet foods.<\/p>\n<p><em>APS<\/em> said the\u00a0<a href=\"https:\/\/www.commerce.gov.dz\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ministry of Trade<\/a>\u00a0announced measures designed to encourage the building of stockpiles for Ramadan, including laxer rules on imports of food items, including meats.<\/p>\n<p>Ramadan is the month of the Muslim calendar during which followers fast from sunup to sundown and then feast at night \u2013 hence the demand for foodstuffs. This year, Ramadan will last from May 5 to June 4.<\/p>\n<p>According to the Ministry, Ramadan is a month marked by \u201cconjunctural and recurrent consumption habits by citizens across the country, as well as speculative practices by merchants.\u201d In other words, the measures in place are intended to ensure supplies are in place, thereby preventing prices from soaring.<\/p>\n<p>\u201cThe import of food items such as meats and bananas will be quota-free, and the authorizations issued concern solely the meeting of sanitary and phytosanitary rules,\u201d the Ministry said.<\/p>\n<p>Barriers<\/p>\n<p>Algeria has been restricting imports over the last few years in a drive to even out its balance of payments. Oil and gas exports are the country\u2019s primary source of revenue. As their prices plummeted, the country\u2019s current account deficit began to pile up.<\/p>\n<p>Reasons for the tax barriers also include encouraging domestic production and the development of fledgling industries.<\/p>\n<p>Algeria is not in the World Trade Organization (WTO), therefore isn\u2019t required to comply with the latter\u2019s tariff and non-tariff barriers.<\/p>\n<p>Despite the barriers, Brazil\u2019s exports to Algeria are going strong, having fetched USD 255 million during Q1, up 6.8% year-on-year, as per <a href=\"http:\/\/www.ccab.org.br\/en\/home\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Arab Brazilian Chamber of Commerce<\/strong><\/a>\u00a0numbers.<\/p>\n<p>Q1 2018, however, had seen said exports slide by 26.4% from USD 324.6 million in Q1 2017. This had come precisely while the provisional ban on several goods was in place.<\/p>\n<p>Algeria was once the second biggest Arab buyer of Brazilian beef, trailing only Egypt.
