Bras\u00edlia \u2013 Brazil\u2019s Federal Senate approved, in a symbolic vote on Tuesday afternoon (11), a bill establishing the Fertilizer Industry Development Program (Profert), which provides tax incentives and creates a fund to support domestic production. The measure aims to reduce the country\u2019s dependence on fertilizer imports and now heads to the president for sanction.<\/p>\n\n\n\n
Among other measures, the new program provides tax exemptions for the import of machinery and the establishment of industrial plants to manufacture fertilizers in Brazil.<\/p>\n\n\n\n
The text approved by senators is a substitute bill from the Chamber of Deputies, with drafting revisions proposed by rapporteur Senator Tereza Cristina.<\/p>\n\n\n\n
\u201cThe bill will help Brazil achieve what it has needed for years: to reduce its dependence on fertilizer imports and secure the much-discussed goal of sovereignty. Fertilizer sovereignty is essential for Brazilian agriculture,\u201d the senator said.<\/p>\n\n\n\n
In 2025, Brazil imported 43.3 million metric tons of intermediate fertilizers, according to data from fertilizer lobby Anda. The main products included potassium chloride, urea and monoammonium phosphate (MAP).<\/p>\n\n\n\n
Brazil imports more than 80% of the fertilizers used by its agribusiness sector, particularly in the production of commodities such as soybeans, corn and sugarcane, leaving the country\u2019s agriculture vulnerable to fluctuations in international prices, exchange rates and geopolitical conditions.<\/p>\n\n\n\n
