S\u00e3o Paulo \u2013 This Tuesday (24th), during her keynote address at the 68th General Assembly of the United Nations, the Brazilian president Dilma Rousseff said the only possible solution to the conflict in Syria is negotiation. Rousseff also said Brazil will heighten its protection against espionage, and reiterated her plea for reforms at the United Nations Security Council, and the International Monetary Fund.<\/p>\n
Regarding Syria, Rousseff stated that \u201cthe voice of arms must be shut down.\u201d \u201cThere is no military solution. The only way out is through negotiation, conversation, understanding,\u201d said the Brazilian president, who also said the Syrian government\u2019s decision of signing the Convention on the Prohibition of Chemical Weapons is decisive to ending the conflict. \u201cIt is up to the Syrian government to observe it wholly, in good faith, and in a cooperative spirit,\u201d she said. She also spoke in favour of an independent Palestinian state as a means to ending the Israeli-Palestinian conflict.<\/p>\n
As expected, Rousseff mentioned recent claims that Brazil has supposedly been the target of espionage, according to documents obtained by the former agent of the United States National Security Agency (NSA), Edward Snowden. According to said documents, Brazilian citizens, the Brazilian embassy in the USA, the Presidency of the Republic, and Petrobras have been spied on by the NSA.<\/p>\n
\u201cI have fought against arbitrary rule and censorship, and I cannot withhold from standing up adamantly for the right to the privacy individuals, and the sovereignty of my country. Without said right to privacy, there is no true freedom of expression and opinion, and therefore no actual democracy. Wherever sovereignty is not respected, there is no basis for relations between nations,\u201d said Rousseff. <\/p>\n
In her address, the Brazilian president once again stated that emerging countries need a reform in the United Nations Security Council and the International Monetary Fund (IMF). She said the delay in reforming these institutions to the benefit of emerging countries detracts from their efficacy. <\/p>\n
