Brasília – By the end of the year, the National Committee of Airport Authorities (Conaero), established this Tuesday (16th) by the Brazilian government, will set targets for Brazilian airports, such as the maximum waiting time for check-in lines, getting passports checked and luggage retrieval after disembarking. “We are concerned with having airports operate better and more adequately,” said the chief minister at the Secretariat of Civil Aviation, Wagner Bittencourt.
The Conaero will be in charge of elaborating norms, managing the work of various organizations that operate at the airports, and monitor the meeting of the targets. The government decree also establishes authorities to operate on a daily basis at the airports. These authorities will be an upgrade of existing structures, which are the Airport Management Centres.
The authorities will be coordinated by the Brazilian Airport Infrastructure Company (Infraero) and comprised of organizations already active at airports, such as the Federal Police, the National Civil Aviation Agency (Anac) and the National Health Surveillance Agency (Anvisa). Because they incorporate existing structures, they will not create a demand for more positions and civil servants, according to Bittencourt.
The airport authorities will be present at the international airports of Brasília (Juscelino Kubitschek), Belo Horizonte (Confins), São Paulo’s two airports (Guarulhos and Congonhas) and the two in Rio de Janeiro (Galeão and Santos Dumont). If the authorities determine that the action must be extended to include other locations, the decree authorizes it to do so.
With this new configuration, private companies that take over the airports after the concession processes will have to meet the targets set by the Conaero and will integrate the airport authority under Infraero’s coordination.
The minister believes that the creation of these structures will not interfere with the interests of private enterprises in managing the airports. “By the decision of the government, the Infraero will be the coordinator, which does not imply that it will command the activity,” he said.
