Dilma Rousseff said that this is the main reason for the government to adopt the system of sharing the subsalt reserves that have not yet been the object of concessions.
"We changed it because the situation has changed. In the past we had low-productivity blocs with high levels of production. When we opted for the system of partnerships in subsalt blocks, it was because they were great reserves with low exploration risk. All you have to do is see the last auctions of concession models, in which only medium companies and some state-owned organisations participated. With regard to the subsalt layer, the list includes only foreign companies," explained the minister.
