São Paulo – Fast-tracking the implementation of the Paris Agreement and preparing the ground for the next COP climate summit were the topics of the Petersberg Climate Dialogue in Berlin, Germany. It gathered representatives from various countries, including Brazil’s environment and climate change minister Marina Silva and Adnoc CEO and COP28 president Sultan Ahmed Al Jaber. The meeting was chaired by Germany’s environment minister Annalena Baerbock and cochaired by Azerbaijan’s economy and natural resources minister Mukhtar Babayev.
Silva said on her social media that some of the central topics of the event in Germany were the means of implementation necessary to fast-track the enforcement of the Paris Agreement and the 1.5° mission, which was the effort established at COP28.
The target of the Paris Agreement signed in 2015 is to maintain the rise in the world’s temperature below 2°Celsius and try to limit it to 1.5° Celsius compared to pre-industrial levels. A series of measures, including financing clean energy generation, have to be put in place. A key part of the discussions on their implementation is how to fund them and what are the responsibilities of rich and developing countries.

COP28 was held in late 2023 in Dubai, United Arab Emirates. Although the summit didn’t result in an agreement like Paris’, the UAE Consensus calls its 198 signatory countries to transition away from all fossil fuels towards clean sources in a just, orderly and equitable manner in this critical decade to enable the world to reach net zero emissions by 2050.
Climate change troika
Every year Germany hosts the Petersberg Climate Dialogue, an event focused on preparing for the upcoming COP. It features discussions about the topics and demands to be taken into consideration in the following COP. And every year the Petersberg Climate Dialogue is cochaired by the COP host country alongside Germany. This year’s COP29 will be held in November in Baku, Azerbaijan.
The meetings were held on Wednesday (24) and Friday (26). German’s prime minister Olaf Scholz attended the event alongside the “COP Presidencies Troika” consisting of Al Jaber, who presided the last COP edition in Dubai, Babayev, president of this year’s COP in Baku, and Marina Silva representing Brazil, which will host the COP30 next year in Belém, Pará state.
On her Instagram page, Silva said: “It’s crucial that high and upper-middle income countries comply with the agreements so that financial and technological resources and training are made available to enable develop countries to transition of developing countries.” According to the UAE state news agency WAM, Al Jaber urged in Berlin that governments “think bigger, act bolder.” The troika participated in a debate on energy transition.
Silva also met with André Corrêa do Lago, Brazil’s chief negotiator for climate change and sustainable development. On Saturday (27), she will join a meeting of the G7 environment and climate ministers in Turin, Italy. G7 consists of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States.
