São Paulo – The Brazilian government appointed a new ambassador to Egypt as the mission of ambassador Antonio Patriota, who has been in office since 2019, ends. Last Monday (27), the government of Egypt approved the nomination of diplomat Paulino Franco de Carvalho Neto (pictured) as Brazil’s ambassador to Cairo, the Arab country’s capital city. As per the Constitution, the appointment of Carvalho Neto has yet to be confirmed by the Federal Senate of Brazil.
Currently secretary of Multilateral political Affairs of Brazil’s Ministry of Foreign Affairs, ambassador Paulino Franco de Carvalho Neto was secretary of Communications and Culture from 2020 to 2021, and his last office overseas was as Brazil’s ambassador to Luanda, Angola, from 2016 to 2020.
The diplomat was born in Curitiba in 1961. He joined the diplomatic service in 1985 and holds a post-graduate degree in Public Administration from the Fundação Getulio Vargas. His first mission overseas was at Brazil’s Embassy in Rome, Italy (1991 to 1995), followed by the Embassy in Santiago, Chile (1995 to 1999). He also served on the Permanent Delegation in Geneva, Switzerland (2003 to 2007), and the Embassy in Berna, the Swiss capital city (2007 to 2008).
In November 2022, Paulino Franco de Carvalho Neto was part of the team that led the negotiations of the Brazilian government at the Climate Change Conference (COP 27) held in Sharm El-Sheikh, Egypt, together with Brazil’s Foreign Ministry Sustainable Development director Leonardo Cleaver Athayde and ambassador Antonio Patriota.
